Program Overview

The pro­gram con­sists of three phases:

1. Pre-Program

 Atten­dees are required to do the fol­low­ing pre-course preparation:

  • Com­plete the assigned read­ings (see Resources).
  • If available, col­lect sam­ples of all avail­able sources of car­diac arrest data and bring them to the Acad­emy. This could include dis­patch CAD reports, pre-hospital patient records, defib­ril­la­tor data, and hos­pi­tal records. These doc­u­ments will be reviewed and dis­cussed through­out the course.

2. Course and visit to Howard County, Maryland (2 days)

The 2-day inten­sive por­tion of the course will con­sist of blended learn­ing experiences that include:

  • Lec­tures and dis­cus­sions on data, QI pro­gram devel­op­ment, train­ing, and lead­er­ship mod­er­ated by the national lead­ers in car­diac arrest resuscitation. 
  • Live, inter­ac­tive demon­stra­tion of resus­ci­ta­tion chore­og­ra­phy with EMTs and paramedics.
  • Learn how to obtain data and ana­lyze tape record­ings from Physio Con­trol defib­ril­la­tors and AEDs to pro­vide in-depth feed­back to Med­ical Direc­tors, EMTs, and paramedics.
  • In-depth ses­sion to learn about data sources, Utstein cri­te­ria, and car­diac arrest reg­istry systems.

3. Post-course Expectations

 Atten­dees are expected to:

  • Enroll their com­mu­nity in a car­diac arrest data sur­veil­lance sys­tem in order to mea­sure CA survival.
  • Develop and under­take a qual­ity improve­ment project. Acad­emy fac­ulty will pro­vide men­tor­ing to atten­dees as needed.


Cer­tifi­cates will be awarded after suc­cess­ful com­ple­tion of the course. The Maryland Resus­ci­ta­tion Acad­emy, through MIEMSS, offers con­tin­u­ing edu­ca­tion credits for Maryland EMS providers.


Appli­cants must be of a rank or position to affect change in their department, such as admin­is­tra­tive direc­tors, field supervisors, med­ical direc­tors, or active man­agers of EMS pro­grams or emer­gency com­mu­ni­ca­tions centers.  Strong orga­ni­za­tional sup­port is crit­i­cal for par­tic­i­pa­tion and sub­se­quent suc­cess. We strongly encour­age orga­ni­za­tions to send rep­re­sen­ta­tives from both med­ical direc­tion and EMS oper­a­tions. Preference will be given to organizations sending two or more team members.  The oppor­tu­nity to have the team expe­ri­ence the Acad­emy and col­lec­tively plan improve­ment activ­i­ties is invalu­able.
